PUBLIC ACTION DESK · EUROPEAN COMMISSION

Parliament can remove this Commission.
Tell your MEP to use that power.

The European Parliament does not have to wait for Ursula von der Leyen to resign. Article 234 of the EU treaty allows MEPs to force the entire Commission to resign through a motion of censure. The evidence already demands political action. This page helps you find your representatives, understand the record and send them a clear, editable letter.

01 Power

Article 234 TFEU

Article 234 of the Treaty on the Functioning of the European Union gives the European Parliament the power to dismiss the European Commission. A motion of censure requires a two-thirds majority of the votes cast, representing a majority of the component Members of the European Parliament. If adopted, the Members of the Commission must resign as a body.

There is a democratic mechanism. The question is whether MEPs will use it.

02 Evidence

Ursula von der Leyen conducted the preliminary negotiations for the EU’s largest COVID-19 vaccine contract herself. The normal joint negotiation team did not take part, and the Commission gave the European Court of Auditors no record of those talks.

The European Ombudsman found maladministration in the Commission’s handling of a request for the messages. The Commission had not asked the President’s private office to search for text messages.

The EU General Court annulled the Commission’s refusal to release the von der Leyen–Bourla messages. It found that the Commission gave changing or imprecise information and no plausible explanation for why it did not possess them.

Heiko von der Leyen was already Orgenesis Medical Director when the Commission approved Italy’s recovery plan. Italy’s OpenCUP register later recorded €383,905 in planned public financing for an Orgenesis Italy project inside a national gene-therapy programme; three months later, Heiko began representing the company on that programme’s supervisory committee.

THE ASKS

We demand three actions from our representatives:

  • Support a motion of censure against the Commission.
  • Demand the complete Pfizer negotiation and procurement record.
  • Demand an independent investigation into the household, corporate and recovery-funding connections documented in the public record.
